Part of my divorce settlement was for my ex to receive half my pension with the stipulation that if she remarries she forfeits the pension. Of course she won't remarry, but she has been with the same partner for 12 years and shares homes with him, he wears a wedding ring and has signed his home over to her. I know that PA and NJ do not have common law marriage, do I have any other recourse?

nothing for recourse, there is no way you can validate their marriage.
