Remember F = ma, so a=F/m.

Cart 1 has acceleration = F/m = 199/35 = 5.686m/s²
Cart 2 has acceleration = F/m = 19/75 = 0.253m/s²
So cart 1 has the bigger acceleration.

The time is not used.

If you want to work out the final velocities (which is *not* part of the question):

v = at = (F/m)t, so your formula is correct,

Cart 1's velocity after 11s = 5.686 x 11 = 62.5m/s
Cart 2's velocity after 15s = 0.253 x 15 = 3.8m/s

Don't foget to include units with your values or you lose marks.
