Corruption
nourished by these changes permeated the executive and legislative branches of
the federal government throughout the nineteenth century, peaking in the
scandals that rocked the Grant administration in the mid-1870s. What most
aroused concern, though, was corruption identified with municipal and state
governments—focal points of business pressure for concessions and privileges,
and nurseries of the great nineteenth-century political machines. Its
characteristic form, pioneered by New York’s Tammany Hall, was a web of
understandings between party leaders, officeholders, and businessmen willing to
cut corners. In return for getting out the vote, the machine received exclusive
control of government appointments and programs—the spoils of office. Its
placemen returned a fixed percentage of their salaries to the organization,
along with a cut of whatever bribes, kickbacks, and the like they could devise.
The resulting stream of “boodle” (a lush new vocabulary of corruption was being
created, too) then passed down to county and district leaders, ward heelers,
and precinct captains. They completed the cycle by distributing the gifts and
favors that ensured voter loyalty to the organization on election day.

Whay do you think Davies was fired? How likely is it that Barton will be
fired within the year?(this is my classmate's answer) After reading a good way into The
Adventures of an IT Leader, it appears that Davies was never going to be
a good fit for the CIO position. The opinions of the CEO and of Barton, clearly
indicated that Davies was simply unable to developer implement solutions that
would correct the IT departments' benefits'. Barton was one of those who was
most concerned with Davies lack of progress within the IT department. Davies
solutions were not working and Carl wanted to try a new approach. Davies may
have had a certain set of skills on paper, but Carl most likely saw the soft
skills he thought to be necessary in Barton. Looking at Davies reaction when
Barton encounters him on a jog, you can see the lack of CIO personality and
distaste for Barton.
I think it is very unlikely that Barton will be fired within one year. He is
new to the position and has accepted it. He was determined in the Loan
Operations department and will remain just as determined in this new position.
Carl clearly thinks Barton is right for this job and there is no reason to doubt
his judgment. Barton's track record of success in the Loan Operations department
is a good precedent to what he is capable of in the future. After initial anger,
Barton has taken to this position eagerly. He is currently trying different
approaches to get ahead. I am currently reading about his endeavors trying to
learn a vast amount of IT knowledge through text books. He is not sure where to
start, but at least he is trying.

How is Barton doing after 3 months as CIO? What is your assessment of his
performance?My classmate's answerBarton is doing better than I had originally expected him to do now that it has
been 3 months. Barton has been getting a lot of praise for his goal setting and
attempted restructure of the IT project process. The mishap with the potential
security reach does ultimately fall under Barton's responsibilities', but
Barton has not had enough time to implement John Cho's proposed security loop
hole closure project. The call center going down is obviously not desirable, but
mistakes do happen. In time, Barton can implement procedures to reduce the
amount of server shutdowns. This one event could have been a lot worse and as I
read further, it may turn out that customer data was stolen. However, Barton had
very little time in his new position to prevent something like this from
happening. The call center shutdown was a result or lack there of from the
previous CIO. Aside from the call center shutdown, Barton's performance has been
excellent. He is showing innovative ideas through drive and taking the
initiatives. He looked for input regarding the IT budget from multiple people,
including his girlfriend and then made a final decision when he presented it at
the directors meeting. Barton will likely continue his progress towards a more
involved and integrated IT department. Barton wants and will continue to do what
Davies couldn't, take control and drive the important IT initiatives, even when
there is no direct customer benefit. The benefits may be to close security flaws
or loopholes that will prevent future mishaps.
