Explanation & Answer

Thank you for the opportunity to help you with your question!

The author primarily aims to explain why that some punishments, despite being considered inhuman, can be applied under some conditions such as saving many innocent lives by killing a single or few criminals. Such punishments include death sentence or murder to save many people whenever necessary. He also advocates for torture that can result into good to the majority. For instance, when a person has an intention of killing many people but he or she is caught before doing it but has information that can prevent occurrence of mass death, torture can be applied on him or her to obtain the secret that can lead to saving of many lives. He therefore calls for application of torture and murder of perpetrators of crimes under some conditions to prevent occurrence of similar cases in the future
