Provision of affordable, high-quality healthcare services is becoming an increasingly
difficult issue. According to the National Research Council (U.S.), Bonnie & Wallace, 2003) the
complexity of healthcare systems and services has been facilitated by issues related with costs,
quality, accessibility, delivery, financing and outcomes of healthcare services which are not
pleasing to most patients. Being the health care administrator of the USA community Hospital, I
will examine the access to care at the facility with regards to healthcare costs and processes and
outcomes of health services for the patients at the facility. To improve the provision of services
at the community hospital, I will review compliance reports on various issues that are related to
ethical conduct of all staff at the hospital. I will also review standard procedures described to the
ethical treatment of individuals who are infected with HIV/AIDS together with their registries.
With this in mind, I have recruited a case review team to handle concerns that are voiced
by patients and their families with regards to gaps that exist in the provision of services. The
review team shall only be issued with a complaint that cannot be resolved at the clinic level. The
team shall consist of not more than 15 members who shall include people that have been
identified by the hospital administration to have the necessary skills to participate in such
processes. This team will make up the Case Review Committee and will consist of individuals
from different structures who have a background in the provision of healthcare such as nurses,
physicians, and case managers among other ancillary service departments. All decision makers at
the facility shall rely on the Case Review Committee to provide reliable information on the
