Introduction

The Baldrige Performance Excellence Program is an organizational framework used to improve
its overall performance. It is meant to gradually and systematically improve competitiveness in
the U.S based organizations through organizational development and assessment. Many
companies have got the Baldrige award including Motorola Inc. Commercial, Government and
Industrial Solutions Sector (CGISS) which is our company of discussion.

Organization Description
Motorola’s Commercial, Government and Industrial Solutions Sector (CGISS) is the leading
provider and supplier of radio information and communications solutions. The equipment
supplied includes radio systems and networks and relevant products and services, command and
tracking solutions etc. The company offers a detailed and vast portfolio to curb the growing
demand for public safety and security including information management for civil needs and
monitoring solutions.

CGISS is headquartered in Schaumburg, Ill but has facilities the world over. This cuts across all
the continents except Antarctica. Its mission statement is to “enable customers to achieve their
mission and improve their operational performance with integrated information and
communication solutions”. the delivery system of the company’s products includes Motorola
OnLine (Extranet providing customers with self-service capabilities) and direct sales; service
networks, integrator and extensive dealer.

Analysis based on Baldridge Criteria

The Baldrige Criteria ensures all strategies are balanced based on results in all areas of the
organizational performance (Lee, Ooi, 2015). It is made up seven categories from which awards
are given. These include:

I.

Leadership

This examines how the organization is guided and sustained by senior executives and how
the organization addresses ethical, legal, community responsibilities and governance. The
Motorola management demonstrates quality and sound leadership in various ways, including,
but not limited to, top-level meetings with the aim of reviewing programs with results handed
on within the organization with all ranks of the company being involved. Motorola's
Participative Management Program (PMP) offers a great platform for nonexecutive
employees to contribute directly. PMP consists of members or employees working to achieve
the same purpose or working in the same area. The teams, therefore, meet regularly to assess
the progress of quality goals set by the team, getting solutions on arising problems and
identifying new initiatives. For extra motivation, the PMP reward quality work through
savings that originate from the recommendations of the team.

II.

Strategic Planning
Strategic Planning examines an organization’s process of defining direction and decision
making on resource allocation and deploying of key action plans. The strategic planning
involves activities in CGISS such as setting targets, grouping initiatives based on their
priorities and monitoring. A Strategic Marketing Process is used by CGISS to assess the

market, decipher the customers’ expectations and identify the opportunities. The strategy
teams assess the competitive environment and capabilities. They get input from outsourced
consulting firms to provide business intelligence and objective. The hypothesis so gathered
are also tested, comparing possible outcomes against the existing business conditions and
internal views. The supply chain organization is then responsible for the CGISS planning
