    HER has progressively gained popularity in the developing countries in the
    recent years.



    This has been attributed to its efficacy in improving quality of health care, as
    well as being cost effective.



    However, it does not lack challenges, the biggest being security breaches



    This clearly is an ethical issues which has to be addressed.



    As such, we look at some of these challenges and how to solve them.

    ETHICAL VIOLATIONS RELATED TO
    HEALTH INFROMATION


    Ethical issues arise in the use of HER just like in any other areas of
    healthcare.



    Patient privacy has been the first and most complained outcome of the EHR.



    This is followed by lack of autonomy of the patient, then lack of proper
    decision making in their management.



    Lastly, access to equitable care and to information sums up some of these
    ethical dillemas.

    Lack of Autonomy


    Autonomy would mean that the patient is allowed to make their own choices
    as far as their conditions are concerned.



    Thus, any type of HER must enhance respect for patient autonomy, with the
    decisions focusing on ease of access of the records.



    Patients will thus expect to access their HER at will, and be able to control
    the records



    However, this will conflict with the medico-legal utility of a health record.



    Hospitals will always want to protect and own this information, at the
    expense of the patient.
