Hi !

As

P = F/A

From this

F = P * A

where F = weight   P = Pressure   A = Area

As the atmospheric pressure inside and outside of tires acts equally, So we take gauge pressure for P

then

A = 4 * 0.020 m^2 = 0.08 m^2 total area

P = 1.7x10^5 Pa

So

F = weight of car = P * A

                            = 1.7x10^5 * 0.08

                            = 13,600 N

Hope you get it. Thanks :)
