The maximum is achieved for t as M'(t)=0 

M'(t)=-4.90t+31.65 

M'(t)=0 <=> -4.90t+31.65 <=> t=31.65/4.90=6.45=Tmax

The number of members is at its highest on the 6th year wich corresponds to 2010

M(Tmax)=448.7, the number of members should be 449 members.
