Perimeter =  diameter x pie

Pie = 3.0

perimeter of the city = 5 miles x 3.0

=  15.0 miles.

Area of the city = R^2 x pie

= 2.5 miles x 2.5 mile x 3.0

= 18.75 square miles.


Over the time when the the city doubles:

perimeter of the city = 10 miles x 3.0

=  30.0 miles.

Area of the city = R^2 x pie

= 5 miles x 5 mile x 3.0

= 75.0  square miles.

The area appear to have increased far more: it has increased by 56.25 square miles (75.0 -18.5) while perimeter has increased by 15 miles(30-15).
