Abstract

The research will discuss the impact childcare vouchers, and subsidies have on access to
quality early childhood education. The study will examine how enrollment in a childcare
program impact early learning outcomes and access to community support for the family. The
Opportunity Alliance was used to obtain research on a program which accepts childcare
vouchers and subsidies. The investigation was completed using literature review, staff
interview, and program participant surveys as well as data collection. The Opportunity
Alliance was found to have gaps in areas which could better support the target population.
Weaknesses included a lack of communication from the program resulting in reduced
participation in some needed resources.

INTRODUCTION
1.1 Organizational Background
The founding place of Opportunity Alliance was in Cumberland County, Maine in 1965.
The Opportunity Alliance provides community supports in early childhood education, housing,
and energy services, mental health services as well as family support. The mission of the
Opportunity Alliance is to strengthen the community and provide advocacy, leadership, support
families, children, and the community (Early Childhood Education, n.d.).
The Opportunity Alliance has a budget of over $27,000,000, employs over 600 people
and has approximately 150 volunteers annually. Contributions, grants and program services
revenue make up over 50% of the funding. The East End Children’s Workshop is the primary
focus of this research project. The East End Children’s Workshop center is in Portland, ME and
accepts child care subsidies and vouchers. The center provides childcare for children aged six
weeks to five years.
The East End Children’s Workshop has been supporting children and families for over
two decades in its current location. The program accepts childcare subsidies and vouchers. They
also provide an in-home visit to the family twice a year to discuss needs accessible through the
Opportunity Alliance programming. If the family requires additional supports, the Opportunity
Alliance assigns a community case manager to provide targeted case management (Early
Childhood Education, n.d.).
The point of interest is that all children should have access to a quality early childhood
educational setting regardless of their financial background. For this study, the term “quality
