And although California’s prison population has declined in recent years, the state’s spending per prisoner has increased five times faster than its spending per K-12 student in the last two decades. How can this trend be reversed? (answering this question will require outside research and must be appropriately cited) 8. What rights do prisoners have? Should they be afforded any consideration at all? Why or why not?
