Various groups in the public sector, for example, the police, their spending is
incorporated into a state's fiscal year budget. This means, a forecast is made of the amounts they
would spend in the next year, and that is included in the budget. However, sometimes the budget
could fall short and may not be enough to meet the need of that particular sector. Or, a need may
arise that extra funds are required to accomplish a particular task that was catered for in the
budget. For this reason, the sector could cut down on some other activities it spends on or ask for
more funds or grants from other agencies.
An example is the California Highway Patrol, which is part of the California Traffic
Police and is mandated to ensure safety in the state's highways. On November 6, 2018, it
released a press statement published in the newspapers that it needed a grant to be used to
address aggressive driving. The statement highlights that speeding and aggressive driving are the
two main causes of death and injuries in California highways. Aggressive driving includes; not
