As refugees, can they be called citizens of any country? Why does this category matter, and how has it changed? How do refugee issues challenge those making foreign policy?

1. Refugees when they stay in a particular country for a certain period of time should become citizens of that country depending on the laws of that particular company.

2, this category matter because it pauses a great challenge to the refugees themselves and secondly to the involved country which has to take care of these refugees.

3. It challenges especially when it comes budget allocation, identification cards issues and security concern both the country and to the refugees themselves.
