Step 1: Find the slope, m using the two given point ( 3, -2) and ( -6, -8).

slope = m = y1-y2/ x1-x2 =  -2 - (-8)/ 3 - (-6)

                                         = 6/ 9 or 2/3

Step 2: Solve for b using the equation y =  mx + b. Choose one of the points. It does not matter which point. Choose (3, -2)

   -2 = 2/3 x + b

  -2 = 2/3 ( 3) + b

  -2 = 6/3 + b

 -2 = 2 + b

  -2 -2 = 2-2 + b

     b = -4

SO the slope intercept form is y = 2/3x - 4 which is B.
