First if people agree on accepted norms that is because of the process of communication. The development of identifying norms in a team that bind a unit are only possible through team development of such practices. Successful norms are not just implanted on a team but instead they are more likely develop through consistent and clear communication of team members. These team members can then decide on which of the norms need to be improved on other hand decide which ones are working. However if this essential communication is not present then norms are no longer effective and so on the entire process shuts down. The idea of participatory collaboration is based on accepting and being able to differentiate norms that work and refining ones that don't. This is where communication has to be clear and is considered to be important.
When I was a part of a team the main problem which we faced due to lack of communication was that we over-looked things which created an atmosphere filled with tension so if clear and more communication would have been done we would have been able to do things more efficiently without missing any part and having to rush in the end to complete our task.Please let me know if you need any clarification.
