You are consulting with a large-size police department that has been criticized in the media for its high levels of recent incidents involving police errors in procedure, police misconduct, and revelations of inappropriate use of force. The police department and the police chief have come under extreme criticism from the media, the community and the city officials. On page 127 of Policing America: Challenges and Best Practices is a list of common curriculum implemented in a police academy. Answer each of the following questions pertaining to that curriculum and defend your answers:

  • Looking at the nature of the curriculum and topics included, which training topics do you think might be added to help combat the above issues? Why would that help?

  Our society could not function without properly trained police officers. The training must cover all recurring tasks the officer will face, not just “criminal catching.”  It needs to be oriented toward what police officers have to know in order to perform their job (Birzer, 2003). ). 

The United States Supreme Court made it clear that training police personnel is a critical managerial responsibility with their ruling in Canton v. Ohio (1989).  The Court expanded this further in Monell v. Department of Social Services (1978) allowing municipalities to be sued for failing to train its officers.  It benefits the officers more if training is interactive and participatory (Birzer, 2003).

Education rates high on the list as many agencies are increasing their minimum education requirements. Sad to say in tough economic times it is the training of Law Enforcement is the first  item to get cut from the budget. Lack of money is the number one reason for this.  A properly trained law enforcement officer can save a police agency on lawsuits.

Rutledge (2009, p.3) summed it up very well when he said “the cost of training is a relative bargain, compared to the price of neglecting it.”  In our country there is no set standard for police training. While police have long considered themselves to be professionals, they have lacked two crucial elements: adequate training and freedom of discretion” (Pratt, 1992, p.103). 

Not sure on this sentence (Policing has encountered progress a great deal) Some reforms have worked while others have not been so successful. In order to fight police misconduct effectively, we must have realistic expectations. Citizen action is essential when dealing with police misconduct, in the sense that it is the responsibility of the community to continue with the pressure on monitoring and keeping oversight to make sure the reforms are implemented.

  Based on the above information, where a large size police department is being criticized in the media due to reporting incidences involving police errors in procedure, police misconduct and revelations of inappropriate use of force.

In this case the best training to offer is commitment to leadership where the officers are taught how to align their conduct with their values during their daily routines. Also the officers may receive more training regarding self improvement. Self improvement entails instilling a level of integrity in the officers in the sense that the officers are trained to conduct themselves in manners that merit respect of the entire community. Focusing on ethics and integrity would ensure that the officers demonstrate honesty, ethical behavior during all their interactions. This would also enhance their courage to stand up for the beliefs of the law enforcement agencies and do what is right (Williams, 2004).

  According to the book, the cadets only receive eight hours of training in the academy on ethics and integrity. This is area is vital and should receive more hours during the training process not to mention some remedial training which should be done every few in service cycles.

In the book we are again told that mediation and conflict management has been accorded just 8 hours of training. This subject is vital and should also receive more training hours to ensure the officers properly understand the subject. In addition the cadets should be provided with proper tools to handle conflict to increase the effectiveness of this process. Mediation is vital when the officers need to solve an issue involving several parties.

  Another subject that deserves to be allocated more time is computers and information systems where the hours should be increased past 8 hours and also from 58%. The officers need to learn how to operate the systems in the most effective way and this would reduce the possibility of errors. Concerning computers and information systems, we recognize that technology is changing and advancing each day, thus I would recommend this subject being refreshed. This would enable even the officers who are mostly on the streets most of the time to be able to operate the efficiently also. Racial Profiling should also be added to the list.

  According to me, no topics should be scrapped off yet and my main reason is that the more knowledgeable an officer is the better performance he would display while on the streets. All together, extending police academies and creating more time for the above subjects would ensure a safer community where officers stand up for their beliefs and do what is right.
