I assume it is 0.5 than
std = sqrt(1/2*1/2/n) =0.5/sqrt(n)
for 95% confidence level, k = 1.96
0.008/(0.5/sqrt(n)) = 1.96
sqrt(n) *0.016 = 1.96
n = (1.96/0.016)^2 =15007
