Remember that with your circle, (x - h)^2 + (y - k)^2 = a^2, where h is the x-coordinate of the center, k is the y-coordinate of the center, and a is the radius. When you write the equation, you want to have values for h, k, and a^2. Keep the x and y as they are. 

(9 - -1)^2 + (4 - 2)^2 = a^2
(10)^2 + (2)^2 = a^2
  100+ 4 = a^2
104 = a^2

So the equation is (x + 1)^2 + (y - 2)^2 = 104.
