y = mx + c

here m is slope and c is y intercept

10 x - 3y = -15

  3 y = 10 x  + 15

  y = 10x /3 + 15 /3

 y = 10 x /3 +  5


camparing this with standard equation

slope ,m = 10 /3  and y intercept = 5


so plot a graph with slope 10 / 3 and passing through 5 on y axis(that is point(0,5))
