f' (s) = 2s-1.2

put

f'(s)= 0

 2s-1.2 =0

s= 0.6

now 

f'' (s) = 2

so function minimum value is 0.6 and maximum vale is 2

f(0.6) = (0.6)2 − 1.2(0.6) + 16 = 15.64

f(2) = (2)2 − 1.2(2) + 16 = 17.6

so function minimum value is 15.64 and maximum vale is 17.6
