Terrorists would generally prefer to attack critical targets, several of which
exist in nearly any city or county. You, as a lieutenant in your local police
agency, have been assigned to your county-wide fusion center. The captain who
oversees the unit informs you that your first task is to help identify all
critical targets in your city or county. Using your city or county as the area
you are reporting on, answer these questions:
- What structures in your county or city do you feel
should be listed as critical targets? Why? What makes them a target?
- Might local politics come into play when developing

The structures in my city that would be critical targets would be the port
of Corpus Christi, the American Bank Center, water systems, electrical grid,
and the oil refinery. These locations would be critical targets because there
would be mass causalities as well as a economic hindrance for the port and the
refinery. A terrorist attack on the oil refineries would cause numerous
injuries and deaths as well as set back and temporarily halt oil production
causing an economic loss. The would cause lasting effects on the community and
drain resources and responses from first responders creating chaos to city
services hospitals and the community.
One major concern is the water system for the city, which is of great
concern during a chemical or poison attack. This target must be hardened and
active measures must be taken so that detection of contaminants can be isolated
and contained before reaching the public. It is also a good idea to have end
point test and skada sites available to determine if contaminants have gotten
into the fresh water system without detection.
Taking out the electrical grid would cause many problems as we rely on
electricity for many daily functions from life support to purchasing gasoline,
disrupting the economy, traffic signal malfunctions and calls for police or
ambulance and fire, the result could also cause many deaths from the failure of

injuries in high numbers as well as damage economic gain from the ships leaving
and entering the port carrying various goods. The ships would no longer be able
to enter or leave the port as a result causing a trade halt until a later time
or until an alternative location can be determined. Another reason this
location would be a target is because it is a tourist attraction as well as a
place where locals hang out.
A terrorist attack on the American Bank Center would result in mass injuries
and deaths because a lot of business meetings and events are held at that
location as well as the day to day business of the facility itself. The
American Bank Center is a popular location for hosting various events that
range from a small scale local garden show to a large scale concert or convention
that would attract a large amount of people to one location allowing for it to
be an easy target.
