1. Before 9/11 the Federal Government was already addressing issues relating to terrorism
and domestic preparedness. Name a directive, act or policy and explain it?
Before the terrorist event of 11th September 2001, there are preparatory measures that the
United States government laid on counteracting terror attacks. The strategies laid were policies,
reforms, and acts which aimed at one goal, i.e., protecting the borders of USA, both from internal
and external terror or any form of attack. An example of an act passed before the event of 9/11 is
was enacted in 1996 under the title of Antiterrorism and Effective Death Penalty Act abbreviated
as (AEDPA). The House of Congress enacted AEDPA with the view of getting tough on the
criminal activity. The Congress was driven by the need to have a strong law that favored the
prosecutors against the unjustly and accused convicts. Additionally, the legislators argued the
people that AEDPA prevents the ability of the unfairly convicted defendants as well as those
who were convicted based on unfair trials. AEDPA was passed courtesy of Habeas Corpus’s
freedom which faced threats based on numerous petition cases filed on the ground of favoritism
by most convicted freedom.

FBI? Does this create an issue for the government?
Homeland Security was established immediately after the 9/11 so as to look into
domestic as well as the foreign threats country level. Tentatively, the Department of Homeland
Security deals on both inland and external threats. On the other hand, the Federal Bureau of
Investigation (FBI) is a separate police force which may be similar to Royal Canadian Mounted
Police based in Canada. The primary role is to investigate and prosecute federal crimes.
