The three recognised branches are executive,  legislative and judiciary.  All this branches of government are mandated by law to regulate,  supervise, empower and control all administrative agencies of the government.  The excuse has the superior most voice when matters to do with national agenda is considered.  It's through executive that the military wing takes orders from, the executive also has the final formalities when assigning to a new bill or entering bilateral agreements with other states.

The legislative branch of government amends,  structures and formulates bills. Those bills are directly implemented and enforced through the administration agencies. The legislative also has the powers to oppose or approve any administrative post and it's functionality.

The judiciary on the other hand settles claims and cases in a court of law. Any diverse opinions are decided by the judiciary. Administrative agencies are not above the rule of law and therefore any breach of their mandate can be questioned through a court of law................for more you can make a follow up!
