The 1984 Act to Combat International Terrorism established the RFJ program. 4 The DOS Bureau of Diplomatic Security manages the program, which permits the Secretary of State to authorize “rewards for information that leads to the arrest or conviction of anyone who plans, commits, aids, or attempts international terrorist acts against U.S. persons or property, that prevents such acts from occurring in the first place, that leads to the location of a key terrorist leader, or that disrupts terrorism financing.” 5 Rewards can be up to $25 million, or more if the Secretary of State “determines that a greater amount is necessary to combat terrorism or to defend the United States against terrorist acts.” 6 Since 1984, the program has put up more than two hundred million dollars in rewards and has paid out more than $125 million (Ford 2017).
