A literature review will be written as a collective of articles that discuses the causes of delay in underground utility projects ( Power cables, water lines, telephone cables, pipe lines...etc). Global projects causes of delay will be identified based the severity impact factors from 1 to 5, where 1 is no effect and 5 is very severe). after that a table will be generated to showcase the country and the most critical or severe factor and the least factor. In contrast, different countries will be discussed why X factor the the most severe and why Y factor has the least impact on delaying the project. (Example. USA have severe factor on delay of permit acquisition (5) , while weather condition factor has no effect (1) ) and you will explain why according to author.

Introduction
According to Salunke and patil (2014), delays in a project refers to the time overrun
either beyond the agreed upon date for the delivery of the project or beyong the completion date
of the project as specified in a given contract. Delays result in project participants being stress up
resulting in them finding ways to negate the impact of the delays either by extending the project
duration or by accelerating the work process. However, the consequences that include disputes,
cost overruns, litigation or even total abandonment must be faced as a result of such delays.
In underground utility projects that include installation of power cables, water lines,
pipelines, telephone cables etc. delays are very common across the world. For this reason, delays
are regarded as global phenomenon that affect these projects in both developed as well as
developing countries. According to UK’s the National Audit report of 2001, over seventy percent
of government projects that include underground utility projects experience delays. Similarly,
according to a research carried by Assaf and Al-Hejji (2006), over seventy percent of all projects
in Saudi Arabia ended up experiencing time runs.
In this paper the causes of delays in underground utility projects in Saudi Arabia, Qatar,
Kuwait, Oman and United Arab emirates have been discussed. The identification of the causes of
delays in this five countries was based upon the severity of the impact i.e. 1-5 whereby 1 is less
effect while 5 is severe effect.

Literature review: Causes of delay in underground utility projects
In most cases, underground utility projects tend to experience delays. These delays
usually end up having a negative impact on the project by resulting in additional costs being
incurred as well as project participants being stressed up. The delays experienced in underground
utility projects are as a result of different causes that are either caused by project participants or
by natural factors. Additionally, these factors tend to vary from one country to the next in terms
of their severity on the project. In the table below, different causes of delays in underground
utility projects have been identified alongside the country in which they severely affect
