What was the significance of the need for irrigation to the political development of Mesopotamia?

The irrigation canals where managed from city level. The management of canal involved endless arguments,  prompting the  adoption of  nucleated political entity governing the wellfare of the cities.

Irrigation was the way of life for most of Mesopotamia,  and it was the most sensitive issue which could have triggered politics.
