Riparian water rights refer to the system for supplying water to the people who own land along
the water channel. This right originated from English common law. Australia, Canada, and the
United States exercise the Riparian Water Rights. The riparian right is normally usufructuary,
this means the landowners only enjoy the right of using the water and its surface but do not own
the water.
In Colorado, groundwater is involved in designation if: (1) it isn’t adjacent to a natural stream
whose flow is continuous, whereby withdrawals of the groundwater have constituted water usage
for 15 years and (2) groundwater is not available in its natural courses. On the other hand,
California’s groundwater law is made by the judiciary and groundwater management policies
which help solve local or regional conflicts.
The 1969 fire on the Cuyahoga River influenced the clean water by drawing the attention of
many leaders to clearing the sewerage formed after the fire. The City came up with plans of
improving its sewer system. In this case, voters approved the issue of $100 million bonds which
could be used to clean the river. This help came as a federal Clean Water Act. The U.S Rep.
(Louis Stokes) supported the refreshment of the water.
