ACGIH TLVs and NIOSH RELs are based on recent scientific findings that are more in
tune with human health and ergonomics. However, a lot of these restrictions are given based on
the priority placed on the health aspects of the employees. While this is true, such restrictive
standards have been found to be impractical in the employment environment. Additionally, these
restrictive standards may not be representative of the work environment where conditions
fluctuate significantly. It is important to note that OSHA standards are the legally binding ones
and they have also been researched and confirmed to be safe under the numerous conditions
available at the workplace. From this perspective, it is in the employer’s best interest to adhere to
the OSHA provisions and only use the ACGIH TLVs and NIOSH RELs for references in cases
that may be very sensitive. OSHA gives the wide allowance not because they are negligent, they
do so because the standards have to reasonable and cover a wide set of industries. Besides, there
is no medical evidence that demonstrates definitively that OSHA standards are wrong or
dangerous. It is a government body that values evidence-based practices and even if it did not,
the government would not expose itself to such liability unless evidence supports the standards it
In my understanding, the region of placement of the health and safety programs can be of
major impact to the entire operations of the institution. Therefore, placing the health and safety
programs under the human resource department can be perceived as a more viable option than
placing it under the plant manager or the production manager. The statement can be evidenced



by the fact that the human resource department is the department which connects the employees
to the management then this will be an easier mechanism of identifying the best health and safety
