According to Davoren et al (2015), an excessively large number of prisoners in jails are substance
abusing, mentally ill and special needs prisoners. Moreover, World Health Organization (WHO)
estimates that 40% of prisoners in Europe suffer from substance abuse, mental illness and other
special needs. These type of prisoners affect the jail and prison systems at state and federal system
in different ways.
First, the prison system at federal and state level have been turned to ad hoc medical and social
service delivery system by this type of offenders. Being that these offenders appear to have more
social deficits, substance-abuse, psychological and physical disorders than the general population
in jail does, it requires higher levels of attention from the prison system than the other prisoners.
Notably, this type of offenders are likely to commit suicides than the other prisoners due to
psychotic disorders and major depression thus, they require more attention and care from the prison
system. Besides, various Supreme Court decisions mandate that the state is responsible for
providing reasonable care for offenders who are incarcerated (Atabay & Atabay, 2009).
In addition, being that correctional populations have disproportionately grown in prisons,
additional challenges of providing medical treatment, substance abuse and mental health for
individuals with mental illness, drug abusers and other inmates with special needs have been
experienced in prison systems. Moreover, drug abusers, inmates with mental problems and those
