The FQHCs are not for profit community healthcare organization governed by board of
directors that comprises of area volunteers. They are outpatient healthcare systems that qualify
for particular reimbursement system described by the Medicare and Medicaid. The FQHCs
include the federally supported healthcare systems that receive funds from the federal
government to provide affordable healthcare to the community (Russell, 2017). The FQHC
health institutions/organizations that qualify for the federal health grand comprise of rural health
clinics, community hospitals, local public health departments, school-based health centers and
local volunteer programs. The number of Americans benefiting from federal health grants has
increased considerably from 10 million in 1990 to over 20 million in 2012. As a result, federal
funding to health centers has increased from $ 750 million to about $ 3 billion in 2016. To
reduce expenditure on the federal funding programs, there is the need to cut down costs, reduce
wastes while enhancing patient care and outcome (Russell, 2017). For sustainability of the
