The Emerging Opportunities for Public Leaders
One of the emerging opportunities that seek to promote the spirit of ethical leadership in
the public sector is the United Nations Millennium Declaration. The declaration is a call to the
member states to take charge of ensuring equitable development by emphasizing on justice. The
most dangerous areas that the statement highlighted due to unethical leadership are poverty,
inequality, and human insecurity. It further pointed out that it promotes lawlessness, corruption,
disease pandemics and a deteriorating physical environment (Terry, 2015).
Other interventions have sought to amplify the United Nations Millennium thoughts in
regards to ethical considerations. An example is a recent report from an expert meeting with the
United Nations Program in Public Administration and Finance (UNDP). It emphasizes the
adverse effects caused by the 1980 and 1990 policies and the doctrines that prevented their
implementation (Rohr, 2017).
The issue of moral irresponsibility is due to lack of social policy as mentioned by The
