Thank you for the opportunity to help you with your question!
As a teacher myself in the state of Georgia it is a 60 day notice for us as well, especially when it comes to downsizing because a school district has a budget and when you hire teachers in a school district they have to make sure that they have the budget to be able to hire a teacher at any given point.
It is relatively easy for an administrator to get a teacher to fill in because each school district normally has qualified substitutes to come in and fill the positions at any given time and substitutes in many states do not have have benefits and they just come in to work part time and get paid by the day. Now I have seen situations where substitutes have to come in for a full school year depending on the budget cuts and the shortage of teachers, and now they are starting to furlough teachers because of the budget so the way that most administrators handle the situation is to call substitutes in until they can find people to fill the job positions.
