Option #2: Research Project: Study of Culturally Relevant Approaches
Those in the human services field have a responsibility to work with clients in a culturally
competent and ethical manner. To do so, practitioners must develop sensitivity to culturally
relevant research that guides practice.
The purpose of this assignment is to evaluate the differences between traditional research
and culturally relevant research approaches and how each addresses culture and cultural
difference. What is different between these two approaches, and how might these
differences impact the promotion of social justice in the delivery of human services?
Directions:
Identify a theory or theoretical perspective that offers insight or explanation regarding
your chosen cultural group. (See the Week 2 folder, Critical Thinking Assignment, for
more information about the cultural group selection.)
Apply the selected theory/theoretical perspective and conduct literature-based research
that discusses, uses, or compares and contrasts traditional and culturally relevant research
methods or practices. Your literature-based research must result in five to seven scholarly
sources that represent diverse authors and reflect current issues in the human services
field, have been published within the past five years, and are not assigned readings in this
course. (You may use the sources you generated during the Week 3 Critical Thinking
Assignment. See the Week 3 folder, Critical Thinking Assignment, for more information.)
Remember that the CSU-Global Library is a good place to find your sources. Incorporate
your sources you choose into your final paper.
The body of your paper will evaluate and integrate discussion and conclusions on:
traditional vs. culturally relevant research methods or practices
your chosen cultural group for this project
the information from your agency interview.
Address the following:
•
•
What is the analysis and description of traditional research you found in your
research, including in your interview?
What is the analysis and description of culturally relevant research you found in
your research, including in your interview?
•
•
•
•
Evaluate the key differences between traditional research and culturally relevant
research and how these affect the cultural group you are exploring.
Discuss the relationship of culturally relevant research for the promotion of social
justice and ethical practice for the group you are studying.
Offer conclusions drawn from your research, explaining how the culturally relevant
research plays out in practice and how your research and analysis will help you
make decisions about your own cultural competence.
Your research project will be a ten- to fifteen-page paper (not counting the cover
page, table of contents, and reference page that you must include). Ensure that your
paper is formatted according to the CSU-Global Guide to Writing and APA
Requirements. Links to an external site.
Your paper must include the following:
Cover page
Table of contents
An introduction
The body that addresses the guidelines above
A conclusion section that draws the work together and discusses application of theory to
practice
Reference page.

Description
The chosen group, in this case, is Latino Americans. Notably, they are a group that is
increasing in terms of their population and the amount of economic power that they have
amassed over the years. In terms of their population, they account for around a sixth of the total
population of the US. In the state of Georgia, the population of Latino American has increased
over the years. Notably, the members of this group have occupied different occupations and
hence their contribution to society is immense.
Expected Interaction
In terms of the interaction, coming from the African American community, there are
various ways through which the two groups come together. Apart from the daily interactions, for
instance, a meeting in the streets or in other social places I will most likely interact with Latino
Americans in social activism events. This is because Latino Americans being a minority group in
America are likely to face the same problems as the African American community. Additionally,
I will likely interact with the Latino American when offering social services. This is because
many of the minority communities are in constant need of social services.
The Current level of Knowledge.
For the case of the Latino Americans, I have interacted with them quite extensively. For
instance, in terms of the population I know that they are the largest minority group in the
country. Additionally, there is the fact a sizeable population of Latino Americans have made it to
the country illegally and hence they in most cases face deportation. Also, just like myself from
the African American community, Latino Americans face racial discrimination. Lastly, Latino
PROJECT

Americans are highly dependent on government social services given the fact that they are
minority community.
Interest
My interest in the Latino American community emanates from the goal of finding out the
role that the provision of human services plays in the minority communities in the US. Latino
Americans being the largest minority community present the perfect sample for the study.
Additionally, my interest comes from the fact that there is a huge interaction between the African
American community and the Latino American communities (PRC, 2008). For that reason, my
future goal is to determine if the provision of human services has a different impact on the two
communities.
Justification of the Choice
Latino Americans were the perfect choice for different reasons. For instance, I wanted to
study the impact of human services to the minority community in the US. Latino Americans
being the largest minority groups in the country means that they offered the perfect population
for the study. Also, the choice was optimal since it eliminated the probability of bias in the study.
Being that I am from the African American community, focusing the study on my community
created a loophole for bias. Lastly, I chose this population to determine if, in fact, illegal
migration had increased the burden of providing human services to the Latino American
communities. This is because there are claims that undocumented immigrant burden the
government given the fact that they do not pay taxes.
PROJECT
4
Implication
The implication of this population to the field of human services will be immense. Firstly,
it will enumerate the impact of human services among the minority communities. Secondly, it
will determine if there is adequate provision of human services to the minority communities.
Lastly, it will determine how the provision of human services in the Latino community can be
improved.

Research Project Proposal: Ethics and Cultural Competence
The chosen cultural group for this study is the Latino American group. This group, being
a minority group just like the African Americans and the Asians, faces many challenges in their
access to social services. Apart from that, this group is sensitive to the human services sector of
the United States, considering that government agencies point out that there are many
unregistered persons from the Latin region in America, who pose a threat to the efficient delivery
of government human services. This is mainly because the unregistered population does not
participate in paying of taxes, which brings an imbalance to the overall system of paying for
taxes and receiving government services. This topic and issue of concern considering the
president’s stand on the issue, and indicator that indeed more immigrants could be trickling in
from the Mexican border.
This research will base its research and findings on the systems theory, which states that
in any system, all components are important in the overall achievement of the set goals.
Similarly, the systems theory points out that the independent inputs in a system must balance
with the outputs to ensure that the systems remains in a state of equilibrium. This clearly applies
to the United States service deliver sector, where the taxpayers tend to be lower than the service
consumers do. The imbalance created by the undocumented immigrants could be heavy and
eventually lead to service-delivery system breakdown. There is, thus need to find out the impact
of the undocumented immigrants on the quality and effectiveness of service delivery in the
human services sector. The sectors that are most affected by this challenge include educational,
health, and other social amenities. The systems theory also indicates that many things influences
one’s behavior. Among the things that influence include economic class, school, friends, home
environment, and parents. Understanding this will help in guiding the social services caregivers

in offering better services to the minority groups. The research question that will guide this study
is;
Question: What impact does the undocumented immigrants have on the delivery of human
services across the sectors?
This research will utilize the desktop research approach, where the researcher will engage
in online research to find information and statistics relating to the number of undocumented
immigrants from the Latino American group. The online research will also be used to find
literature from peer reviewed articles on the issue. The findings will then be used to present a
research on how best to deal with the issue of undocumented immigrants in the service-oriented
fields, and how to balance the deficit brought by offering services to non-taxpayers.
The findings from this research are expected to point out that undocumented immigrants
are leading to a deficit in the delivery of services in the service-oriented institutions. The findings
will also point out that having high numbers of undocumented immigrants could be a threat to
the safety and welfare of the legal citizens of the country. This is because undocumented
immigrants, by virtue of getting poor health services, could be carriers of deadly diseases, which
can be a big burden to the United States healthcare service system. The findings from this
research will be used to coin an approach for offering high quality services to clients. This is
especially considering that low funding and high population leads to imbalance in the delivery of
services.

Family. Electronic Theses, Projects, and Dissertations. 546.
According to the author, the issue of undocumented immigrants chalenges Latino
families living in Southern california, considering that they remained undocumented by the
governbment, which challenges possible reunification of children with their parents. The author
aslo focusses on how undocumented immigrants are causing chalenges to service delivery
withing the department of child welfare services. The author also puts forward various barriers
facing the Latino American community in accessing healthcare including culturally
inapproproiate services, language barrier, poor understanding of child abuse laws, and low
knowledge among social workers on how best to work with latino immigrants.
Chiswick, B. R., & Miller, P. W. (2015). Handbook of the economics of international
migration. Amsterdam : Elsevier.
This book puts forward that immigration is an international challenge to most nations.
The author argues that finding a reliable solution to balance the side effects as well as the cost
effects of undocumented immigrants is vital in safeguarding service delivery. The author also
argues that considering the benefits and input of an individual in the national economy is vital in
making decisions for inclusion or not. having undocumented immigrants that work in the nation
at various capacities and in various institutions while being locked out of the service delivery
system is a violation of rights of the immigrant employees.

According to this article, the number of undocumented immigrants in the United States is
rising steadily. This brings with it other unprecidented challenges, especially to the service
delivery institutions and organizations. The author mainly focusses on the effects of
undocumented immigrants on the healthcare sytem. The author argues that although the
undocumented immigrants have been bared from accessing healthcare services, as well as other
social services, this still poses a major challenge to the ehalthcare system. The author advocates
for extension of policies such that the undocumented individuals are included in healthcare
access, considering that the resultant negative effects due to their exclusion from the healthcare
system could be devastating. This resource gives inforation on how the undocumented
immigrants affect the service delivery system.
Monga, P., Keller, A., & Venters, H. (2014). Prevention and Punishment: Barriers to
Accessing Health. Laws, 50-60.
The findings from this research point out that the undocumented immigrants in the
United States are denied access to healthcare. The article also points out that at least 60% of
these undocumented individuals lack any insurance for accessing healthcare. The author puts
forward a comparison of the United States with Spain and the United Kingdom approaches in
handling undocumented immigrants. The author points out that the two aforementioned nations
have different approaches in handling undocumented immigrants. Spain bears the burden of
providing medical health services to its undocumented immigrants, whereas the United Kingdom
is still on a plan to integrate the undocumented immigrants in the national health service system.
This disparity is an inidcator that the United states needs to consider the negative consequences
of lack of access to care for the Lstino community and propose a policy that will bring a balance
between the economic burden and the challenges brought about by undocumented immigrats.

Washington: National Academies Press.
The author puts forward a strong case for integrating the undocumented immigrants into
the nation, in consdieration to the benefits the immigrant has to the nation. This is vital in
ensuring that all communities live togetehr happily. This is also importnt to ensure that
contagious diseases are identified early and contained. Lack of access to care can lead to severe
spread of infectious diseases, leading to a national pandemic. It is therefore important to look
inot the side effects of having too many undocumented immigrants locked out of accessing care
because it can result into other unprecedented challenges.

This book guides social services personnel on how to deliver the best services across the
cultures. Understanding cultural differences enables human service professionals to offer the best
services, and thus meet client needs and expectations. Based on the discussion put forward by the
authors, adhering to set guidelines and embracing cultural diversity ensures that service quality is
improved, and thus meet population needs. Considering the minority status of Latino Americans,
it can be argued that they currently receive poor services, necessitating a change in how service
delivery is done to this population.

Interview Plan on Ethics and Cultural Competence
Overview of the agency
The target organization for this interview would be the Latin American Association. This
organization deals with the immigration issues of Latin Americans, a topic that is of core concern
to me; it is also my core topic of concern for my project. The Latin American Association is an
immigration agency concerned with the immigration issues of Latin Americans. It is located in
Atlanta, Georgia. They serve a wide scope of services including special immigrant juvenile
status, U Visas, adjustment of status, consular processing, naturalization/citizenship, asylum
application, differed action for childhood arrivals, family based petitions, employment
authorization, violence against women act petitions, removal of hearings, and NACARA.
The core legal services provided by the organization include representation before the
board of immigration appeals, help in completing forms, representation before the immigration
court, representation at the Asylum interviews, and filings with USCIS. The organization also
engages in non-legal services including referral to other services, legislative advocacy, social
services, employment services, language services, ESL, and administrative advocacy. The
organization mainly targets individuals characterized with domestic violence, juveniles, LGBTQ
community, Individuals with mental and physical disabilities, torture survivors, individuals with
criminal backgrounds, farm workers, individuals without legal immigration status, and many
other groups. They mainly thrive in speaking English and Spanish as the main formal languages.
List of questions
The main questions that will be asked relate to how the Latino American community is
suffering in their struggle to get naturalization, how the agency is handling undocumented

immigrants and the impact of the undocumented Latino Americans on the state of social service
delivery. The main questions include;
i.
What is the approximate number of undocumented Latin immigrants in the United States?
This question is important for my project because it will help me to know the number of
undocumented immigrants of Latin origin in the United States, which can be a hindsight of the
pressure the population is putting on the social services, government services, as well as
government amenities.
ii.
What challenges do the undocumented immigrants get when accessing social services?
This question will help me to understand the issues surrounding undocumented
immigrants. The answers to this question will help me understand how serious the issue of
undocumented immigrants is to the United States government.
iii.
What intervention do you have in place to help the undocumented immigrants of Latin
origin to access social services?
Asking this question will help me to understand the challenges the undocumented
immigrants
iv.
What challenges do the Latin immigrants undergo in securing the permanent residence
status?
v.
How do you help sick and undocumented immigrants of the Latin origin?

An Interview on Ethics and Cultural Competence
i.
What is the approximate number of undocumented Latin immigrants in the United
States?
According to Jennifer Hamamoto, the Managing Director of immigration at the Latin
American Association, about 10.5 million immigrants are in the United States illegally. Among
these, the Latin population can account for almost half. This is mainly because the Mexican born
population is high, and only started dropping it arrivals in 2016 due to more stringent border
rules.
ii.
What challenges do the undocumented immigrants get when accessing social services?
The director hinted out that undocumented immigrants have challenges in accessing
services including racial profiling, discrimination, immigration raids that leave most of them in
prison, deportation, and harassment by gangs. According to her, the undocumented immigrants
face many challenges but most of them do not know where to go for help.
iii.
What intervention do you have in place to help the undocumented immigrants of
Latin origin to access social services?
The director narrated that they have programs geared at helping this group of people access
cheaper services. They have programs such as immigration legal services, free events and clinics,
and the new Americans campaigns. These programs help the immigrants in getting help in any
sphere of life. They also offer free consultations to clients and tips on how to access services or
service in the United States.
iv.
What challenges do the Latin immigrants undergo in securing the permanent
residence status?
INTERVIEW ON ETHICS AND CULTURAL COMPETENCE
3
The director hinted out that the naturalization process is always clouded with many
challenges including delayed processes, high legal fees, and discrimination, which can lead to
straight denial of documents. The director hinted out that most applications for permanent
residence are never approved.
v.
How do you help sick and undocumented immigrants of the Latin origin?
In regard to treatment, the director stated that they have the Free events and clinics program
that helps immigrants of Latin origin to access medical care. They also offer guidance on
individuals on how to access legal services that can help them start their process of
naturalization.
Personal reflection
I learned that the agency has strict guidelines for adherence to ethics and enhancing cultural
competence among both their workers as well as users. They have the advocacy and cultural
competence program, which helps to enlighten Americans on Latin culture as well as enlighten
immigrants on America’s culture. This information will be valuable in my project since it will
help me to understand the challenges facing the undocumented immigrants in accessing care, as
well as how this scenario poses danger to the Native American citizens. The major themes that
surfaced from the interview include the need to empower Latin immigrants educationally, since
most of them have challenges in speaking and understanding English. Another theme was racial
profiling and discrimination. Most immigrants face intense discrimination, which has cognitive
and mental ramifications. Another core theme is the issue of economic wellbeing. The agency is
keen to link immigrants with work, something that has in the past been a challenge to most
immigrants. Another theme is attaining residence or getting legal documentation for being in the
country. The agency is strict on laws and guides its clients to follow the right path of law. These
INTERVIEW ON ETHICS AND CULTURAL COMPETENCE

themes have helped me to understand that many factors influence the Latin immigrants including
lack of understanding of English, low economic status, fear for incarceration and many others,
which challenge their access to social services. Considering the adverse effects associated with
lack of access to social services, it can be argued that the undocumented immigrants burden the
service delivery process.
