The representative of the different government colonies that include Virginia’s House of
Burgesses passed a resolution denouncing the act and establishing a constitutional
argument denying the Parliament of the right to implement and collect the tax to the
colonies. October of that year these delegates from the 9 colonies held a conference in
New York City which was named as Stamp Act Congress where they issued resolutions
as well as petitions addressed to the king and two houses of the Parliament.
