Explanation & Answer
Thank you for the opportunity to help you with your question!
(2x^3y^(3/2))^(-2) / (x^(-1/2)y²)^(-2) = 2^(-2)x^(-6)y^(-3) / xy^-4 because (2x^3)^-2=2^(-2)x^(3*(-2))= =(1/4)x^(-6)
so : 2^(-2)x^(-6)y^(-3) / x^(1/2)y^4 = (1/(4x^6y^3)) / (x/y^4) = y^4 / 4x^7y^3 = y/4x^7
so :
(2x^3y^(3/2))^(-2) / (x^(-1/2)y²)^(-2) = y/4x^7
