First of all nurses usually work at the policy level because they usually like to write up rules and regulations for medical facilities especially if they are RN's The policies also change from time to time which is very important for HIPAA.  Also when you have experienced nurses who have been in field for a period of many years you find that they understand the policies and procedures for the accrediting body of alot of your medical facilities which is the joint commission, so clearly you would want a seasoned professional nurse administrator at the policy level of a medical facility

Ok, I also want you to remember that policies change for each state as well when it comes to the level of excpeted care in a medical facility as well.
