When a manager plans anything in a company it really depends on the type of organization that you are managing. The question mentions incremental objectives, this is a good plan for a company that is trying to reach short term goals and instead of looking at the big picture with incremental objectives you can segment a project and meet smaller goals, which really helps in bigger company's because in big companies its better to see it from the part to whole perspective and everyone works to together to meet the incremental goal.
In most cases management operates with stretch goals which can last of a period of years and can last longer over a period of time, and while the changes may nit be immediate in an organization they will come in the future. I really think that both approaches are good it just really depends on the type of organization a person is manging.
