Organizing a Police Department
You have been appointed the new commissioner of the Anycity Police Department. Anycity is a suburban city 60 miles from a major U.S. city; it has a population of 30,000 people and a police department of 100 officers. The major police problems in Anycity are disorderly teens making unnecessary noise at night, parking and traffic problems in the commercial district during business hours, and daytime residential burglaries. The former commissioner’s assistant tells you that the department has no organizational chart, no written rules and procedures, and ‘has always done a great job in the past.’ Anycity’s manager, however, tells you that the former commissioner was incompetent and that the department is totally disorganized and ineffective. You review the department’s personnel records and find that of the 100 officers in the department, 30 percent are patrol officers, 30 percent are detectives, and 40 percent are supervisors.
In view of what you have learned in this chapter, would you reorganize the department?

Organization of the police Anycity police department
Yes, I would make changes in the department by organizing it to make it organized and
more effective in serving the citizens of Anycity. First, I would make an organizational chart along
with written rules as well as procedures of guiding the officers in the department. I would then
distribute the different roles and responsibilities in the department to the 100 police officers instead
of congesting them in only three areas of work.
As the new commissioner, my organization for Anycity police department would be as
follows: I would ensure that there is a division of labour; where no single officer would be
responsible for every department’s activities. Instead, I would ensure that the work is shared
among the officers to make sure that each officer specializes in his/her area of duty. Specialization
