The expectation of every customer is that they will get value for their money. An average customer will most of the times tend to be guided by average prices if they believe that they will get similar or better service and quality. Therefore a buying decisions is guided by both factors ie price and quality.
However I do believe that although both price and quality are guiding principles for an average customer I do believe that quality takes precedence in some cases. For example if an average customer has an option of getting a low quality good for a low price or getting a good quality good for a higher price, average customers will choose quality over price
