Should children be allowed to use their phone? What you might find amusing is the incident that happened to me when I was seventeen. It was the first time that I had ever lost in the Fifth Avenue in New York. Being helpless and anxious, I can turn to nothing for help but the mobile phone in my pocket. Luckily, I got some help and successfully found my way to the school by calling 911. This personal experience fully convinced me that, in handling emergencies mobile phones play a significant role. Thus, I am totally agree with the idea that children should be allowed to use personal phones. Because of two main reasons which are provide a sense of security and better digital education. While, concerning children might use phones in an inappropriate way, such as cheating in exams. We should be aware of its potential downsides and find a way to minimize the negative impacts of them rather than brutally ban children from having personal phones. First of all, owning a mobile phone is beneficial for children to provide them a sense of security (Ling, 2004). Phones are one of the most convenient modern telecommunication devices, allowing parents and children to keep in touch all the time no matter how far they are from each other. In the fast-paced modern society, phones are very efficient devices to connect children with parents who loaded with work. In the UK, 9 out of 10 children own their personal phones（Whittaker, 2012）. Carrying these personal phones, children are allowed to get the connection at any location in the world. They will be rest assured that these gadgets can make them much safer when they are not around to their family and friend. They put GPS tracking system to locate children for some illegal activities or situation with missed children. （Whittaker, 2012）. The children's security is always parents' first concern. I believe it is necessary for children to have their phones as the best way to protect their safety. Secondly, personal phones make plenty of information available to children, and also keep them up to date with information age and benefits them in intelligence development (Ong.2010).As we known, the public education resource can be downloaded free, that means knowledge and information are easily accessible to children. What's more, smartphones can also be constructive to self- study. Children can study any subject by themselves at any time or anywhere only with some easy clicks on the phone screen, which is very flexible and efficient.（Druin, 2009）. The mobile phone is such an excellent medium that can stimulate students' interest in studying. In Europe, when asked which method was preferable to adopt, from book learning or electronic reading, children tended to choose the latter one with the same opinion that the book learning was boring and tedious compared with the electronic text that was more stimulating and entertaining.（Plowman et al...2010）. Therefore, compared with traditional education, I am convinced that online learning by using cell phones has a competitive edge in children's education. Nevertheless, some parents argue children using their mobile phones served as an ideal instrument for cheating in examinations. There are many reported cases of children using the cell phone to cheat on exams. Children take the cell phone in their classes and search for answers from the internet, which is very unfair to hardworking students. These activities are done very randomly especially by children who are belonging to age group of 13-17 years. (Burnett, 2010). On the other hand, children using phones are prone to be exposed to questionable contents involving sexual misguidance, indecent pictures, remote communication, sexual harassment and illegal activities. (Carlo, 2001). Therefore, parents are concerned that having access to phones in an early age is inadvisable and inappropriate for their mental and physical health. It is undeniable that using cell phones has its potential side effects on children. However, instead of completely ban children using the phone, which seems too strict, effective measures should be encouraged by correct guiding, parents' proper controlling and legislation policies to deal with those adverse effects. Right guiding The technique of providing children education about the proper utilization and disadvantages of mobile technology to children can surely help in controlling these hazards. (Ong, 2010). Most of the illegal activities occur due to lack of knowledge about utilizing the gadget. Through appropriate guiding approach, children might be taught how to use phones in a proper way instead of blindly following the trend. Schools and parents can provide pupils with the necessary knowledge about the benefits and drawbacks of using cellphones, which can inform them how to make full use of it and avoid those harmful aspects. Parents' proper controlling Parents can monitor and limit the utilization of phones by their children. Appropriate rules and regulations can manage these issues of technology. Also, there are various security software available on the market that can provide parental control over Internet-based devices like tab, mobile and computers (Chang, 2010). Through this method, those questionable and unhealthy contents online, such as pornographic pictures and bloody violence can be screened from children. Just like computers, parents can adopt the child-mode with passwords only knowing by themselves to make sure their children correctly use the personal phone. Legislation and policies The government can initiate laws and rules against the abusive child activities and internet frauds that occur with children. These rules will create proper awareness among people all over the world. (Plowman et al. 2010). Even in schools, houses and other open locations should have definite rules to limit the use of internet, science and technology by children, which prescribes that all juveniles are obliged to obey the regulations of active use of internet information. Simultaneously, relevant rules can be set by schools and social communities to restrict the use of mobile phone. (Plowman et al. 2010). For instance, signals are shielded off in all classrooms during lecturing or testing, to prevent children from cheating or distracting. Besides, even in public areas children should only have access to some educational web pages or positive social network. Also, binding the information of children's mobile phones allows parents to monitor their children's activity range of using personal phones. To sum up, we should encourage kids to use their phones, as we are living in a digital era. Since modern society is witnessing a rapid development of science and communicate, the precise manipulation of these new technologies not only benefits children's education and security but also prepares them for adaptation to the globalization. Therefore, going against this irrevocable trend by prohibiting children from using personal phones is unwise. Instead, the ideal way is that children should be stimulated to responsibly use their personal phones on a positively way and to teach them about the effective measures. Such as correct guiding, parents' proper controlling and legislation policies should be taken to deal with those tricky problems concerned about by parents. Above all, under no circumstances should we isolate children from the rather developed digital society.
