In most healthcare organizations, a shortage of healthcare practitioners impacts longevity
as well as the quality of nursing services (Manley et al., 2014). To respond to this crisis, decision
makers have made nursing practice as well as organizational performance as the main areas for
intervention. As such, the health care employment sector seeks nursing services by establishing a
relationship. It is essential to understand the associations between organizational structures of
health care centers and human resource management goals and policies to employ, retain and
