The goal is to change 186,000 miles to centimeters. We do not have to do anything for the seconds, because it is already in seconds. So, this is what you would do

Notice, that by the set up we an cancel the miles, the ft, and the inches. This leaves us with centimeters. By the set up, we also know that we must multiply 186,000 x 5280x 12*2.54. That gives us the centimeters .

Ok! that makes sense now, you just arrange the given information to where the units can cancel out and you're left with multiplying straight across.
