The formula

((B+0.5E)/n)100

Where B = number of scores below  the given value
  E =
number of scores equal to the given value
  n =
number of scores

 

a) 6.5

((B+0.5E)/n)100

((3+(0.5 x1)/ 20) x 100

3.5/20 x 100

3.5 x 5

=17.5%


b) 7.7

((B+0.5E)/n)100

((8+0.5(1))/20) x 100

8.5 /20 x 100

8.5 x 5

=42.5 %
