The Feminization of Poverty Among African-American Mothers in Single Parent Households in Georgia During the Current Decade of 2010-2020 Despite the widespread misperception that women are achieving economic equality, their economic status has deteriorated sharply since the late 1960s. Today women—and children— are the primary beneficiaries of social welfare programs for the poor. Between the mid-’60s and mid-’70s, the number of poor adult males declined, while the number of the poor in households headed by women swelled by 100,000 a year (Kodras & Jones, 1991). By 1980, America’s poor were predominantly female; two out of three adults whose incomes fell below the official federal poverty line were women, and more than half the families who were poor were headed by women. Poverty is being increasingly 'feminized' as women and their children grow as a proportion of the poor population. Three competing explanations for poverty feminization have been advanced: the breakdown of the nuclear family, alterations in the welfare system, and restructuring of the U.S. economy (Kodras & Jones, 1991).This study investigates whether these three mechanisms vary by urban-rural context. We first identify differences in the growth of poverty among Black and White femaleheaded families during the 1970s in metropolitan and nonmetropolitan areas . Poverty in the United States has always been disproportionately concentrated among minorities, but the convergence of gender and class is unprecedented in American history. UNICEF defines children living in poverty as children who do not have access to
resources necessary for them to stay alive, develop and thrive. They are therefore unable to achieve
their full potential, enjoy their rights, or be productive members of the society. Jiang, Ekono, &
Skinner (2016) say that, in the United States, 32% of people living in poverty are children below
18 years. They further point out that parental education and employment is one of the factors
associated with children’s experience of economic insecurity.
Poverty affects a child’s well-being and development in some ways. Chaudry & Wimer
(2016), in their article, acknowledge that poverty is casually related to worse child development
