The Department of Homeland Security (DHS) has made a number of strides in recent years, including 2017. The department’s organization and cooperation with other agencies continues to strengthen. 1. Explain how the DHS has changed from its inception in 2001 to what it has
become today.

A: Following the terrorist attacks which were experienced back on the eleventh of
September, 2001, the Department of Homeland Security was established by the former
president of the United States of America, George W. Bush. The department would
help with management or coordination of homeland security. The establishment of this
department focused highly on a national strategy which revolved around the safety of
the country from any form of attacks, such as terrorist attacks (National Research
Council, 2008).
The department, upon its inception, would incorporate twenty-two government
agencies which would include the U.S Customs and Border protection which focus on
the protection of the country, immigration and customs, the Transportation Security
Administration and other agencies. The incorporation of the government agencies as
established during its inception highly focused on the Homeland Security Act which
was adopted back in 2002. The bill failed to include information regarding the
incorporation of two particular agencies, the Central Intelligence Agency and the
Federal Bureau of Investigation. The law which had been adopted was highly
controversial (National Research Council, 2008).
Following the adoption of the bill as a statute, Tom Ridge was appointed as the
secretary of the department. The department's operation began in 2003. However, the
agencies which were supposed to be incorporated to the department were incorporated
in March during the same year. The fundamental structure of this body was established
further establishing various functions which would be handled by the department and

integrating multiple components which would help with the daily functioning of the
department. A resignation occurred which further led to the nomination of Michael
Chertoff, a federal judge, who was appointed to head the department back in 2005.
Following his appointment as the head of the department, various changes were
experienced in the DHS. One of the changes encountered focused on the employee pay
and rules which had been established within the organization. The regulations which
had been created under the new administration overrode various provisions which could
be found in the union contract. This further led to the development of difficulties which
would be experienced during negotiations and the deployment of employees.
The number of agencies which were absorbed by the department was twenty-two.
There are various significant changes which have been made following the merging of
the twenty-two agencies with the department. One of the changes will focus on the
funding which was received by the department. The financing which can be estimated
to be close to nine billion dollars was provided for the sole reason of enhancing the
security of the country, more so, the transportation systems and the national borders.
One other change which occurred focused on the expansion of the body's mission. This
change was brought about by the effects which were experienced following Hurricane
Katrina which was experienced in the country back in 2005. Hence, the core mission as
established by the body not only focused on national security but was also geared
towards responses to natural disasters. This further led to the establishment of the
Federal Emergency Management Agency which would focus on the recovery activities
following hazardous events experienced in the country. The agency would also focus
on the management of the federal response which would make sure that the nation
