It can be observed that a few OTR’s are too high from the mean, such as in outliers of the data set. Also, the stability seems to vary as we consider different country codes, having a fairly stable OTR for country code 1 and an unstable OTR for country code 7. Second Question: I believe evaluating stability can be better achieved by using an individual chart because all the individual points can be plotted on this graphic. Another reason for chosing this graph is that you can ran stability tests, such as the two and three sigma linits.
