Introduction
The Office of Management and Budget (OMB) is the chief place of work inside the
Executive Office of the United States’ president. The main purpose of the OMB is to provide the
budget of the president and measuring the value of agency programs, procedures and policies
(Berman, 2015). The OMB also determines if the procedures conform to the policies of the
president and also synchronizes inter-agency policy inventiveness. The office directly reports to
the President and assists the executive departments and agencies found in the Federal
Government to implement the priorities and commitments of the president (Berman, 2015).
Since the main aim of the OMB is implementing and enforcing the policy of the president
government-wide, the mission is possible through five processes. The processes include
developing and executing budgets, coordination, management, and assessment of federal
regulations, parliamentary clearance, and orders of the executive (Berman, 2015). The processes
are possible through the various offices that are devoted to developing and executing the federal
budget, the OMB functional responsibilities and the various wide management portfolios for the
government. This paper will talk about formulating and executing budgets, OMB’s management
side, paper reduction and regulatory review, coordination and parliamentary clearance and the
role of OMB in implementing executive orders by the President and memoranda to agency
heads.
Formulating and Executing Budgets
OMB consists of five offices of resource management (RMOs) that are structured by the
program area and the agency. The OMB’s Budget Review Sector together with the office's

assists in carrying out OMB’s principal activity that entails helping the head of state oversees the
planning of the federal financial plan and controlling its management of the agencies. To allow
the formulation of the President’s expenditure procedures, the RMOs measure the efficiency of
agency policies, procedures, and programs. The offices also consider contending funding
