This is a law of exponents problem. Let's use the following identity

(a/b)^n=a^n/b^n

a=d

b=f

n=9

(d/f)^9=d^9/f^9

But to write it in exponential form, it would be written as

d x 10^9/f x 10^9.

If it helps you to look at a number to show you you write in the write exponential form, it's easy to do.

10^10=1,000,000,000.00

Well, notice there are 9 zeros (you would move that decimal place to behind the 1), thus you need to multiply it by 10 x 10 x 10 x 10 x 10 x10 x10 x10 x10=10^9.

Thus our final answer is

d x 10^9/f x 10^9.
