During the democratization period, commonly referred to as the third wave, democracy
was no longer regarded to be a western phenomenon as it spread to other parts of the world. At
the commencement of the third wave in 1974, there were almost forty democracies around the
world while a few were outside the west. In the following year, the number of democracies has
significantly increased to 117, with most of the democracies spreading into every major region in
the world except in the Middle East. Moreover, major cultural realms had welcomed democratic
presence with an exception of the Arab world. Since that period, the exception still stands. The
most outstanding characteristics of the Middle East is the absence of democracy and more
particularly the absence of liberal democracy.
